Abstract:

Food security is the major policy concern of the government and many other donors that are working in Ethiopia. These stakeholder have applies different strategies and approaches to achieve the common goal. Even though the impacts of the various approaches and strategies have not been evaluated. There is a clear indication that vulnerability to food insecurity has increased and famine has evolved to be inert-generation. This paper attempts to show that lack of consonance about a common framework for action has led to be emergence of as many strategies and approaches as the number of stakeholders; that in itself contributes to the existing problems. Based on that the paper attempts to develop a common framework for analysis of food security strategy. The paper further recommends, that some of the policies adopted by the government need to be re-examined, the methodologies of the government institutions should be reformulated, the activities of NGO's and donors need to be evaluated, debates regarding food aid and the cause of food insecurity should be intensified
